3.1.17 Educational Benefits

Special Conditions

The dissolution of the Board of Regents has caused the Tuition Waiver benefit to be modified. To accommodate implementation of Public Act 89-4 and any similar legislation, eligibility and sources for utilization of this benefit are modified as follows: The waiver policy for University employees/retirees attending Illinois State University is outlined below. Employees and retirees of the University of Illinois at Springfield (formerly Sangamon State University) who were enrolled at Illinois State University during the Spring or Summer 1995 academic terms may continue to utilize this benefit at Illinois State University until completion of their currently approved program of study. Employees and retirees of Illinois State University and Northern Illinois University who were enrolled at the University of Illinois at Springfield (formerly Sangamon State University), Illinois State University or Northern Illinois University during the Fall 1995 academic term may continue to utilize this benefit at that institution until completion of their currently approved program of study. This waiver includes tuition and other registration fees except those fees where eligibility is determined by fee submission to an outside agency or vendor (such as the student health insurance fee). Employees and retirees must also meet admission standards and course prerequisites. To qualify, employees must be on the University payroll through the last day of registration.

Employees

Employees and retirees of Illinois State University may enroll for credit at Illinois State University with exemption from tuition and other registration fees, except those fees (such as the student health insurance fee) where eligibility is determined by fee submission to an outside agency or vendor, in accord with University rules, provided that the employee or retiree has the required prerequisites, meets any other admissions standards, and be on the University payroll through the last day of registration.  The waiver granted in any one semester shall be subject to the following limitations:

  • Retirees and full-time employees 8 hours
  • ¾-time employees 6 hours
  • ½-time employees 4 hours

For employees not working full-time during the summer, the waiver maximum may be determined by the employment rate of either the summer or of the semester immediately preceding the summer, whichever would yield the highest waiver.

If a full-time faculty or administrative/professional employee,  retiree, Civil Service, or part-time employee registers for more than the maximum number of hours for which tuition and fees may be waived, the charge to the employee shall be the difference between the total tuition and fees which would normally be charged for the number of credit hours taken and the amount of tuition and registration fees which may be waived. The tuition and other registration fees to be waived shall be those usually charged undergraduate or graduate students. For employees registering in programs or courses with higher tuition and/or registration fees, the waiver shall be limited to the usual tuition and registration fee charge, with the employee paying any differential. Fees directly related to a particular course will not be waived.

Faculty who hold the rank of assistant professor or higher may take graduate courses but may not be admitted to or enrolled in a program leading to a graduate degree in the same program area or department in which they instruct.

Employees in a status position under the State Universities Civil Service System and retirees from such positions may also enroll in any State of Illinois public university covered by the State Universities Civil Service System with exemption from tuition and application fees according to the schedule in effect at the institution they attend.

Procedure

The employee must follow admission and registration procedures. (Contact the Admissions Office at 438-2181).

Administrative/Professional Employees

Administrative/Professional employees who wish to enroll in classes outside of the regularly scheduled hours of work may simply enroll and register for these classes.  Administrative/Professional employees who wish to enroll in classes during regularly scheduled work hours must obtain an "Academic Employee Request to Take Courses" form PERS 921 from the Academic Personnel Office, complete, and submit to the Department Chair or Unit Administrator.

Civil Service Employees

Civil Service employees who wish to enroll in classes outside of the regularly scheduled hours of work may simply enroll and register for these classes. Civil Service employees who wish to enroll in classes during regularly scheduled work hours must complete the form "Request to Take Courses During Working Hours."  The forms are available in the Office of Human Resources, 101 Nelson Smith Building. Supervisory approval is required and is based on the operational needs of the unit. Make-up time may or may not be required depending upon the situation and the course being taken. Tuition and related registration fees will be waived. If a bill is received, Student Accounts (438-5643) must be contacted for reconciliation.

The law governing the taxation of graduate tuition waivers is a topic of frequent discussion and subject to change. Please refer to your tax consultant for current taxability.

Survivors of Deceased Employees

The surviving spouse, domestic partner, and the legally dependent child or children of any employee who dies while employed full-time (or on sabbatical leave, sick leave, family medical leave, or disability leave) at Illinois State University shall be entitled to a full waiver of tuition and other registration fees, except those fees (such as the student health insurance fee) where eligibility is determined by fee submission to an outside agency or vendor, while enrolled for course work creditable to the baccalaureate degree at Illinois State University. Should both parents be full-time employees, the death of one parent makes the child or children eligible for the waiver. "Legally dependent child or children" for this purpose shall mean and include any child who qualified, at the time of the employee's death, as a dependent for income tax exemption purposes under the provisions of Section 152 of the Internal Revenue Code of the United States. Natural or adopted children of a domestic partner will be considered as step children of the employee for the purposes of this program. There is no time limit or any age limit on this benefit, as long as the dependency requirements were met at the time of the employee's death.
