7.1.4  Inspection, Examination, Use and Control of University Financial Records

Policy

Financial records of the University are available for inspection by any citizen of Illinois. Records may be reviewed in the Office of the University Comptroller. These records include, but are not limited to, lists of employees as required by Statute, annual reports of the Board of Trustees, reports of the minutes and official actions of the Board of Trustees, University Comptroller's Annual Report, and similar documents made, created, or filed by the University.

The Comptroller, as the legal custodian of the University's financial records, has the responsibility for their safekeeping and protection against alteration, injury, or mutilation. Any person or persons wishing to examine and inspect these records must present his/her request in written form, identifying by reasonable description the records desired. The Comptroller, or an officer designated by him/her, shall then promptly designate the time, place, and manner of inspection. The inspection shall be performed under the direct supervision and observation of the Comptroller, or an officer designated by him/her. Records may not be removed from the area of inspection and the inspection shall be terminated if, in the judgment of the officer responsible, the records of the University are in jeopardy of mutilation, destruction, or removal. All information requests are subject to University Policy 7.1.5, Freedom of Information Act Implementation Rules.

The above policy shall not be applicable to (1) medical files, the disclosure of which would constitute an invasion of personal privacy; (2) investigatory files compiled for law enforcement purposes, except to the extent otherwise available by law to private party; (3) public records specifically excluded by law; and (4) internal working papers and reports of officers and staff of the University.
