The service of alcoholic beverages in the Bone Student Center/Braden Auditorium/Bowling and Billiards Center (BSC/BA/BBC) is regulated by University policy and laws of the State of Illinois. The Illinois Liquor Control Act allows the University to serve alcohol at the BSC/BA/BBC for cultural, political or educational events when University faculty, staff, alumni, or members of an organization of students are active participants in the event.
The Director of BSC/BA/BBC may permit the sale, serving, or consumption of alcoholic beverages during convention type activities or conferences initiated by a lessee (host of event), University sponsored activities, Registered Student Organizations (RSO) sponsored activities (with catered meal), or wedding receptions when University faculty, staff, alumni or members of an organization of students are active participants in the event.
Conference and convention type activities are defined as specific functions, meetings, and activities:

Monies collected through or by the University shall not be used for the purchase of any alcoholic beverage except as provided by operating procedures (as stated below) for sale of alcoholic beverages.

In order to cultivate an environment consistent with its stated goals and purposes as a Student Center, BSC/BA/BBC has adopted the following procedures and guidelines for the use of alcoholic beverages.
Only residents 21 years of age or older who live in an alcohol designated residence hall and their guests over the age of 21 may legally possess and consume alcoholic beverages in their rooms or in the rooms of other residents 21 years of age or older also living in an alcohol designated residence hall. These designated residence halls are Dunn Hall, Atkin-Colby Hall, and Hamilton-Whitten Hall.
In these designated residence halls, the consumption of alcohol is only allowed in student rooms with the door closed. IT IS PROHIBITED IN ALL OTHER AREAS OF THE BUILDING. In all other residence halls, the possession and consumption of ANY alcoholic beverages, regardless of age, is prohibited.
In Dunn, Atkin-Colby, and Hamilton-Whitten alcohol may be transported to and from student rooms by individuals 21 years of age or older provided that all alcoholic beverages are in the original containers and remain sealed by the manufacturer. Possession and consumption of alcoholic beverages in any alcohol designated residence hall room is limited to 24 12-ounce bottle/can beers, OR two liters of wine, OR two 1.75 liters of hard alcohol, or two 4-packs of 12-ounce wine coolers, OR 2 two-liter bottles of wine cooler. All alcohol limits are per legal age resident of the room.
Alcohol may not be open and visible in a room if anyone under the age of 21 is present in the room (unless that person is a resident of the room and as long as he/she does not drink) and may not be consumed if the door to the room is open.
For those who chose to drink, the following guidelines are helpful in reducing the risk for health or impairment problems:
Low risk drinking is the best choice to make to reduce the risk for impairment and health problems. Women should consider no more then 1 standard drink per day and men should consider no more than 2 standard drinks per day. Students should consider not drinking more than 4 drinks per week. Abstinence is always the lowest risk for preventing health or impairment problems.

"The possession and consumption of alcoholic beverages by residents and their guests who are 21 years of age or older is permitted within the confines of the individual resident's apartment. The use of alcoholic beverages on University premises shall be considered a privilege and may be allowed only if consistent with State laws and University policies. See the Student Handbook for additional information."
The President of Illinois State University is authorized to permit the consumption of alcohol at designated times and in designated areas of the University on days when football games are played at Hancock Stadium. Alcohol may only be served in accordance with the laws of the state of Illinois. Illinois State University does not condone any act related to the consumption of alcohol that impairs, interferes, or endangers the safety or enjoyment of anyone attending these events, including individuals who choose to consume alcohol. Individuals who choose to consume alcohol are responsible for their behavior. Law enforcement may be contacted for a violation of state law.
Alcoholic beverages may be sold at and delivered to a faculty center or facility in which conference and convention type activities take place belonging to or under the control of Illinois State University. This is allowed by law provided that with respect to a facility for conference and convention type activities alcoholic beverages shall be limited to convention or conference participants or participants in cultural, political or educational activities held in such facilities, and provided further that the faculty, staff, students, or alumni of Illinois State University are active participants in the conference or convention. (Illinois Liquor Control Act – 235 ILCS 5/6-15.) While state law allows such activities, serving of alcohol beverages must be under the control of a vendor with the appropriate liquor license. Permission to serve alcohol at approved facilities must be approved by the President of the University or designee at least two weeks in advance of the event. The President of the University or designee will review each request to insure the proposed event involving alcohol meets the requirements of state law and university policies. Failure to abide by the provisions of the Core Alcohol and related Alcohol Policies and Procedures may result in the denial of permission to use University property and/or funding for future events as well as other disciplinary and/or legal procedures as appropriate.
This Core Alcohol Policy and all related Alcohol Policies and Procedures should be reviewed and revised every five (5) years.
Access to all Alcohol Policies and Procedures should be made available through the University Policy Website. In addition, access to education about harm reduction and the use of alcohol should be an integral part of alcohol education that occurs at Illinois State.
