8.1.3 Motor Vehicle Use on University Grounds

Policy

It is the policy of Illinois State University to exclude motor vehicles from the sidewalks, lawns and all other University grounds area except for drives and designated building access areas. Pedestrian safety is a major consideration in this matter. Additionally, the University has a commitment to the preservation and beautification of University grounds. Deterioration of sidewalks due to excessive vehicular weight, soils compaction, tire ruts and damage to lawns and plantings detract from the overall appearance of the grounds and escalate the costs of grounds maintenance.

It is recognized that exceptions will have to be made to this policy from time to time for a variety of reasons. In such cases, permission to move a motor vehicle on a University sidewalk or across the University grounds must be secured in advance from the Superintendent of Grounds. Emergency vehicles (rescue squad, fire department vehicles and ambulances) in performance of official duties are exempt from this requirement.

Procedure

Routine services requiring vehicular access to University buildings will be made by means of utilizing designated service vehicle parking spaces. Exceptions will be made when heavy materials are to be loaded or unloaded. Parking of service vehicles except when loading or unloading will be in designated service vehicle parking spaces.
