In University operation of the residence hall program, the residents must participate significantly in the determination of residence hall programs and policies. Student needs and interests as perceived by the residents themselves must have first priority. We take this to mean that experiments in different types of operation for residence halls should be instituted and subsequently evaluated in terms of costs to both the residents and the University.
