The procedures outlined here address how University areas and departments are to request University mainframe access.
Technical and Network Services have merged, now consisting of six major areas: Systems Programming, Computer Operations, Network Support, Network Systems, Network User Services, and UNIX Support. The Systems Programming area is responsible for the installation, maintenance, security, support and tuning of the MVS operating system, also the technical design and installation of network software. The Operations area is responsible for continuous availability of the mainframe 24 hours a day, seven days a week, for the campus community. Network Support and Network Systems provide maintenance, repair and connection service to the workstations throughout the campus community. Network User Services assists with new existing ISUnet users in implementing the new technologies associated with networking into their work environment. UNIX Support monitors and maintains the activities associated with the RS6000 processors.
Major communication resources available include ISUnet, Bitnet, Illinet Online, MEI, INTERNET, and the NREN.
The Computer Center operates on a chargeback system. This means users are charged for services they receive. See Appendix C for the current computer billing rates. The project number is used to capture the charges for services performed and has an associated account number to which the charges are billed. Almost all services performed by the Computer Center require a project number. Following is information on how a new user requests a project number and information on the renewal for current users.
The RCS01A Project Number Request form must be completed by new users who are requesting services. The form must be completed by the fiscal agent to approve fund allocations from their budget to the Computer Center for services received. Note: The form requests the designation of the maximum amount which is being approved for charges as well as a termination date. These must be completed if "CANCEL IF NO FUNDS" is marked "Y" for Yes.
The Computer Center requires project numbers to be annually renewed. Each Spring the Computer Center will generate a "Project Number Request Form" and send it to the fiscal agent of the project number. Note: The form requests the designation of the maximum amount which is being approved for charges as well as a termination date. These must be completed if "CANCEL IF NO FUNDS" is marked "Y" for Yes. The codeword must be changed each fiscal year. The fiscal agent may also cancel the project number.
The Billing Area of the Computer Center will send a memo to fiscal agents who have not renewed the project number but have on-line disk storage being charged to the department. The fiscal agent is asked to either renew the project number or indicate the disposition of the stored data (transfer to tape or delete). The non-renewed data is considered "orphaned" by the Computer Center.
Network Support in the Network Services division of the Computer Center, JH 113, offers a micro repair service. The department will be charged for the repair service and/or parts, i.e. cables, etc., if the piece of equipment is not under either a manufacturer's or extended warranty. The charges will be automatically billed to the account (1600 Computer Services line). General Revenue accounts (001) are billed (1200 contractual) via an online budget transfer transaction "FBXU".
As a service to its customers, the Computer Center of the Information Systems division, offers for sale site licensed software, token-ring cards, cables, maus, etc. Most of the items are offered on a discount basis. Following is a copy of the Special Use Order Form and instructions and guidelines for its completion.

The CICS signon and transaction application process has been automated based on the individual's department and position. Current University positions have been assigned a list of CICS transactions essential to a position's job responsibilities. A CICS signon and the appropriate transaction assignments will be generated automatically when an employee fills an existing position with an essential transaction list.
When an employee leaves the University, the CICS signon is deleted, along with all transaction assignments. If an employee changes positions and/or departments, their transaction assignments will also change to reflect their new position's responsibilities.
A list of authorized transactions for an employee's position will be sent to the employee through campus mail. The employee's sign-on name and password formula to access their CICS transactions is at the top of the transaction list. At this time, the password must be changed within five working days. If the password is not changed, the signon will then become inactive. To activate an inactive CICS signon, a picture ID must be brought to room 136H in Julian Hall.
Student help and extra help employees will automatically receive pre-generated signon and transaction assignments. These employees will have to fill out two forms - the "Signon Update Request" and the "Signon Update Request for Transactions" to obtain their signon. These signons will also be deleted automatically when the employee leaves the University.
If an individual finds more transactions are required for their position or if the individual is in a position that requires a CICS signon and the information has not been sent, contact Information Systems Access Administrator at 438-3611.
Following are instructions for completing the Computer Center's "Signon Update Request" form:
The Date Needed field is used to inform the person who processes the form as to when you need the update completed. There is a one day minimum turnaround after the completed/approved form has been received by the person who processes the form.
Place an "X" beside either Add, Change, Delete, Deactivate, or Reactivate to indicate which action is to be taken. Deactivate and Reactivate refer to employees who are taking a leave of absence or returning from a leave of absence.
The Signon Name should be the first initial, middle initial, and first five letters of the last name of the Principal User. (Only one signon name per form, no exceptions!)
The Password must be at least five characters in length, and no longer than eight characters. The Password must be changed every six months; the system will not allow a user to sign on with a password older than six months.
The Principal User Name, Dept, Dept #, SSN (Social Security Number) and Phone must all be filled in.
Supervisor information is to be completed by the Principal User's supervisor.
The Use with project number(s) field is part of the security system that only allows the signon to use specific project number(s) when signing on. The project number is used by the Computer Center to charge the department for the use of the transactions. If unknown, project numbers may be obtained from the Computer Center. (See also Procedure 5.2.1.)
Allow online password change? (yes or no) indicates whether or not the Principal User can change their own password. It is recommended that "yes" be selected.
The Display number of E-Mail messages? (yes or no) field allows the user of the E-Mail system to see the number of unread messages waiting each time they signon. This option is for E-Mail users that have an E-Mail User Id. The User Id must be specified if this option is chosen.
The Principal user signature field is to be signed by the Principal User listed above, and the Supervisor signature field is to be signed by their supervisor. Both signatures should also be Dated.
The Comments field is for any additional comments from the principal user to the person who processes the form.
The If questions call field should be filled in with the name and Phone number of the person who has completed the form. (Please print the name.)

The Add and Del fields describe what action is to be performed with the transaction.
The Transaction field is the four character transaction id of the transaction you wish to have access to (add) or delete. (Only one transaction id per line; use multiple forms if necessary.)
The Approved by Custodian of Transaction field is to be used only by the Data Custodian. (The Custodian of the transaction.) The signature on this line gives the Principal User permission to use the transaction.
The Confidentiality Statement should be read and understood, by the Principal User, before signing the Principal user signature line.
The Principal user signature field is to be signed by the Principle User of the Signon Name above, after reading and understanding the Confidentiality Statement.
The Supervisor signature is to be signed by the supervisor of the Principal User who has signed above.
The If Questions Call field should be filled in with the name and Phone number of the person who has completed the form. (Please print the name.)
The Comments field is for any additional comments from the user to the person who processes the form.

To receive access to the main rs6000, apply directly on-line by using telnet or by dial-up. The rs6000 is the main Internet node for Illinois State. Exhibit 5.2.3-C explains how to apply.
The "TSO USERID REQUEST" form allows the user to upload and download information (transfer information from the host computer to your workstation or from your workstation to the host computer). TSO is an acronym for Time Sharing Option. The "Netview Access Services (NVAS) Signon Update Request enables departments to tailor a menu of accessible platforms through one signon. Contact the Computer Center for details.
The following are instructions for completing the Computer Center's "TSO USERID REQUEST" form (Exhibit 5.2.4-A):
The user needs to complete only the UserID, Principle User, and Supervisor sections. All other information will be completed by the Computer Center. Be sure to have the
rinciple User signature and the Supervisor's signature completed on the form. Return the form to 3470 Information Systems or Julian Hall, Room 101.
To complete the NVAS Signon Update Request Form (Exhibit 5.2.4-B) follow the instructions for the CICS Signon Update Request (Procedure 5.2.3) with the following exceptions:
This form does not contain Deactivate or Reactivate options. Place an "X" beside either Add, Change, or Delete to indicate which action is to be taken.
The NVAS Name should be the first initial, middle initial, and first five letters of the last name of the Principal User. (Only one signon name per form; no exceptions!)
The Use with dept number(s) field is part of the security system that only allows the signon to use specific dept number(s) when signing on. The dept number is used by the Computer Center to charge the department for the use of the transactions.
The Use with codeword(s) field is part of the security system used in conjunction with the project and dept numbers.
Rename E-Mail User Id field is used when changing an existing E-Mail User Id.
TSO ID to delete is used to delete an existing TSO User ID that will not correlate with the new NVAS name.
CICS ID to delete is used to delete an existing CICS ID that will not correlate with the new NVAS name.
The "RACF UPDATE REQUEST" form authorizes the use of computing dataset resources (it is a security tool for the use of the host computer's resources). RACF is an acronym for . Contact the Computer Center is you have any questions.
The following are instructions for completing the Computer Center's "RACF UPDATE REQUEST" form: Complete as much of the form as possible related to the use of resources. Sign and return the form to 3470 Information Systems or Julian Hall, Room 101.
Following are the forms for SYSM (Electronic Mail System) Application for Administrative Departments (Exhibit 5.2.5-B) and for Faculty and Students (Exhibit 5.2.5-C). (Faculty should use the Student form, marking out the word "Student" and writing in "Faculty".) Please fill in the following fields and all others pertinent to the user's needs. The bottom half of the form will be returned to the user when the signon is complete. Please make sure the password is changed at this time for security measures.
PREF. PROFILE ID field is used to be able to request a specific Profile ID. If none is preferred, please leave blank. If a Profile ID is requested and available it will be used.
PRINTER ID# field is used to link your ID to the printer you use in your area. If the ID is not known, call Network Support.
The Programming Work Order (PWO) Request (Exhibit 5.2.5-D) is to be used for user areas to request the services of Administrative Computing. The request should contain the specific information needed from the user to complete the work desired. Many times the user may not be very clear on the exact desires they are requesting. In that case, it will require Systems and Programming to review the process and determine exactly what can be done. On larger projects, one PWO can be used for all programs needed for a particular project. Information regarding the project should be submitted with the project PWO. If Systems and Programming understands the project, a description of the understanding of the process is often sent to the user for verification prior to beginning the work.
